What Is PMAY Urban — And What Is the CLSS Subsidy
Pradhan Mantri Awas Yojana (Urban) — commonly called PMAY-U — was launched in June 2015 with the mission of ensuring "Housing for All" by 2022. The scheme has four verticals: In-Situ Slum Redevelopment, Affordable Housing in Partnership, Beneficiary Led Construction, and the Credit Linked Subsidy Scheme (CLSS).
For most urban families, the most relevant component is CLSS. Under CLSS, if you take a home loan from an eligible bank or housing finance company, the government pays a portion of your interest directly to your lender — this amount is credited to your loan account upfront, reducing your outstanding principal and thereby reducing your EMI for the entire loan tenure.
For example, if you are in the EWS/LIG category and take a ₹6 lakh home loan, the government credits approximately ₹2.67 lakh to your loan account immediately. Your effective loan outstanding becomes ₹3.33 lakh instead of ₹6 lakh, and your EMI is calculated on the lower amount. This is not a monthly payment — it is a one-time lump sum credited to your loan.
💡 CLSS Is an Upfront Credit — Not Monthly IncomeMany applicants misunderstand CLSS as a monthly income support. It is not. The subsidy is calculated on the NPV (Net Present Value) of the subsidised interest over your loan tenure and credited to your home loan account as a lump sum. This single credit reduces your principal and thus your EMI permanently for the life of the loan.

Apply for Home Loan at an Eligible LenderOver 90 banks and housing finance companies are empanelled under PMAY CLSS, including SBI, HDFC, LIC Housing Finance, PNB Housing, and others. Bank Submits Claim to NHB/HUDCOAfter loan disbursal, your bank submits the CLSS claim to the National Housing Bank (NHB) or HUDCO. This process takes 30–90 days after loan disbursal. You don't need to do anything at this stage.

Yes. Owning a plot of land (vacant land) does not disqualify you from PMAY. The condition is that you must not own a completed pucca house anywhere in India. You can use the PMAY subsidy to construct a house on your own plot under the Beneficiary Led Construction (BLC) vertical.
